A London-based digital motor fleet insurer, founded by Antton Peña, that uses driving data to help fleets get safer.
Flock is a UK motor fleet insurer. It covers businesses that run at least 10 vehicles, including courier and delivery fleets, haulage, short and long-term van and car rental, taxis and private hire, and fleets built into car makers' own services. Its risk models use hundreds of millions of miles of real-world driving data, and connected fleets receive safety guidance based on live driving patterns. ACQUIRED: by Admiral Group (agreed February 2026, with completion reported afterwards); Flock still operates under its own name and its website describes it as part of the Admiral Group.
Its mission is to "make the world quantifiably safer". The company believes insurance should help reduce accidents, not just pay for them afterwards. Customers can earn rebates of up to 10% for safe driving, prompt claims reporting and a healthy claims record, and the portal lets them add vehicles, see driver leaderboards and manage policies online.
Flock says it came out of academic research in 2015, and early work was supported by UK Government research funding. It began with drone insurance, closed that business in 2021, and moved fully into fleets. Antton Peña is named as the founder and Ed Leon Klinger as chief executive. Admiral's announcement describes Flock as London-based, the company opened a new London office in 2024, and its registered address is in Cardiff, Wales. Named customers include Amazon delivery partners, DPD, Green Motion, Voi and Free2Move, and it works with UK brokers.
On culture, the company lists six principles: customer first, focus and bias for action, taking ownership, simplicity, outside-the-box thinking and teamwork. These are the company's own claims. It also says it offers flexible and hybrid working, a learning budget, private healthcare and regular team socials, and runs "Flock Firesides", unrecorded question-and-answer sessions with entrepreneurs and business leaders. Its leadership has been described as moving into Admiral's venture-building arm, Admiral Pioneer, which had partnered with Flock since 2024.
The jobs in a firm like Flock go well beyond underwriting. Fleet customers need pricing analysts, data scientists, software engineers, claims handlers, account managers and risk specialists who can read driving data and explain it to a customer. We did not find a headcount.
