The Planning Inspectorate

The Planning Inspectorate is the government agency in England that decides planning appeals and examines major infrastructure projects, based in Bristol.

About The Planning Inspectorate

The Planning Inspectorate is an executive agency of the Ministry of Housing, Communities and Local Government. It makes land-use planning decisions and gives recommendations and advice in England. When someone appeals against a council's planning decision, or when a major project such as a power station, a railway or a large road needs consent, an independent planning inspector looks at the evidence and decides, or recommends to a government minister. It describes helping to meet future infrastructure needs as one of its three main roles. Inspectors are the best-known staff, but the agency employs many other kinds of people too.

Its roots go back to the Housing, Town Planning, etc. Act 1909, when John Burns, then President of the Local Government Board, appointed Thomas Adams as Town Planning Assistant, a forerunner of today's Chief Planning Inspector. For the biggest projects, called nationally significant infrastructure projects, a single inspector or a panel of five inspectors, called an Examining Authority, considers each application and writes a recommendation to the relevant Secretary of State, who makes the final decision. The agency does this work for Wales as well, but its other Welsh planning work went back to the Welsh Government on 1 October 2021 and is now done by Planning and Environment Decisions Wales.

The Planning Inspectorate's headquarters is Temple Quay House in Bristol, according to Wikipedia, and from 1977 to 2001 it was based at Tollgate House, also in Bristol. Wikipedia lists 966 employees, 454 of them planning inspectors. Most inspectors are salaried, while some are commercial contractors, who were called Non-Salaried Inspectors until about 2023. We did not find a page confirming regional offices. The Chief Executive is named as Graham Stallwood, which may have changed.

As a civil service body, it employs inspectors, case officers who prepare and manage appeals and applications, planning and environmental specialists, lawyers, data and digital staff such as product managers, and finance and corporate staff. The work involves reading evidence, weighing arguments fairly and writing clear decisions, so careful and fair-minded people suit it. We did not find a description of its culture in the pages we read, so we have not invented one.

For a student interested in planning, the Planning Inspectorate shows what the end of the planning process looks like and why independent, fair decisions matter. Check the agency's page on GOV.UK for how it recruits and for current vacancies.
